I need a new website

I have a small local business and I had a “web guy” build me a website a few years ago. He charged me almost five thousand dollars and he never even finished the site. He disappeared. I can’t contact him and I am stuck with a terrible and incomplete website. I had a few other businessmen tell me they have been through similar situations with “fly-by-night” website hobbyists. Anyone else experience anything like this?
